Section 301: What US Importers Should Know Before September 1st
President Trump has announced that, effective September 1, 2019, a 10% duty rate increase will be applied to select Section 301 List 4 products, affecting just over $100 billion of annual trade value. The announcement came as the two countries trade negotiations were unable to find a resolution this week. The United States and China are presently working to resolve the trade issues and if these issues cannot be resolved proposed increase in tariffs (10% to 15% and 25% to 30%) will be implemented effective September 1, 2019.
The U.S. Trade Representative (USTR) posted the list , which covers everything from apparel, footwear, and manufactured textile products, but excludes pharmaceuticals, select medical goods, and critical minerals.
As trade negotiations between the two countries continue an additional list of affected products will be implemented on December 15, 2019 – List 4b At this time USTR has not announced any exclusions to section 301.
