CBSA finds dumping would resume if duties expired on steel welded pipe from several countries

On August 21, 2023, the Canadian International Trade Tribunal (CITT) initiated an expiry review of its order made in October 2018 concerning the dumping of certain carbon steel welded pipe originating in or exported from the Chinese Taipei, India, Oman, South Korea, Thailand and the United Arab Emirates and the subsidizing of the aforementioned goods originating in or exported from India.

Following the Tribunals decision, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the goods.

The CBSA’s investigation has now been completed and the Agency has determined that the expiry of the order:

• is likely to result in the continuation or resumption of dumping of such goods originating in or exported from Chinese Taipei, India, Oman, South Korea, Thailand and the UAE; and
• is likely to result in the continuation or resumption of subsidizing of such goods originating in or exported from India

The CITT will now conduct an inquiry to determine whether the expiry of its order is likely to result in injury to the Canadian industry and has announced that it will issue its decision by June 26, 2024.
